World Capitol State Census Registration and Guest Worker Program.
Census Registration and Guest worker programs are for the following purposes: (1) All people must comply with their countries and other countries laws and regulations. All people must responsible and liable for pay taxes to their countries and the countries of they live and work as guest workers, for governments provide public services to all people. It is about each and all people must pay taxes in order for receive benefits! It also for peace, justice and prosper, prevent felony crimes, such as terrorist activities, war, murder, violence, robbery, kidnapping and raping of all kinds of molestations, and etc.

I heard He said to me as His Messenger of Covenant, “After the Kingdom of Heaven physical headquarter formed on the parcel of land has a name California; you issue an order to world government leaders for me, that each and all countries must take census, and name the physical land where the Kingdom of Heaven Headquarter as the “Divine Queen World Capital City” of the World Capital State. An order must issue as following:
“All United States citizens and legal immigrants who reside inside the ‘Divine Queen World Capital City’, from the age of eighteen and older to obtain World Capitol State’s identification cards from Kingdom of Heaven on earth, and carry with them as all time. It is their permanent identification as citizens and legal immigrants. These three official identifications are proof of evidences for them where they legally reside in the World Capital State.
“The World Capitol State in the State of the United States of America continent’s identification cards must honor by global government countries and businesses as first of all legal identifications and documents! These identification cards are not Kingdom of Heaven citizen, they only allow them reside in the World Capitol State’s premise and work.”
(The Almighty Eternal Creator meant there are three kinds of identifications, first type for permanent citizenship card for natural born and naturalize citizens, second type for legal immigrants, and third type for guest workers. These three types of identification cards must accept by all legal government agencies as top priority of all identification cards.)
SECTION XXII.02: The Almighty Eternal Creator continued, “Within a month before the beginning of the registration date, United States law enforcement agencies must crack down and remove all illegal immigrants from the World Capitol State premises.
SECTION XXII.03: The Almighty Eternal Creator continued, “The requirement for registration are two pieces of identifications, one of the two identifications must have photo. Parent(s) must register for all of their children who reside in the same address. The World Capitol State residents sworn oath registrations do not change their United States citizenship and legal immigrant status. World Capital State (Kingdom of Heaven World Divine Government Executive Office) must issue to each and all World Capitol State residents number according to the county of their residence.”
SECTION XXII.04: The Almighty Eternal Creator Continued, “After census registration completed, before each person moves in World Capitol State, they must apply and approved for residency before they move in the State. The request and approval also apply to all businesses. After person, family or business moved out World Capitol State premises, he lost his residence permit. If he comes back, he must apply and must be approve before he move back. You tell them (foreigners), the Almighty Eternal God’s decree ordered all people must not enter World Capitol State soil illegally! Because all of them are dealing with most high God, and you explain to them the consequences if they entered without legal approval documents.”

a. Census registration must comply by all people who reside on World Capitol City, State. All persons from the age of eighteen and older must appear at register office, with two pieces of identification cards for finger print, to obtain their World Capitol City, State’s identification cards. The census registration for resident identification card is a legal resident permit. It is not permit for citizenship of the Kingdom of Heaven or citizenship of any country.
b. The resident identification card that contain “guest worker permit” is give individual legal status as guest worker, and temporary resident in the World Capitol City, State where that country government issued the “guest worker permit”. These individuals will “not’ become citizen of the country which issued “guest worker permit”, unless he or she married to that country citizen. All individuals who hold “guest worker permit” must file and pay income taxes to the country where he holding “guest worker permit” and the country he held citizenship.
(1) The guest worker permit individual must have “genius” commitment of marry for life to “opposite” sex, who is citizen of the country where he or she held guest worker permit. He or she must comply with the country immigration procedures for become its citizen.
(2) If civil divorce final, he or she citizenship in his or her former spouse automatic revoked.
(3) In the case of fake marriage, with hard evidences, both husband and wife must be in prison for ten years. The guest worker permit will automatically revoked from the first day the individual enter the prison, and the individual must return to his or her origin country indicated on the guest worker permit.
(4) Parent(s), grandparent(s), spouse and children of an individual who hold guest worker permit are his or her dependent(s): Once the guest worker leave the country he or she held guest worker permit, all their children who borne during he services must return with him. Once they reach the age of eighteen, they can return to their birth country where they held citizenship as grown adult. Return citizen’s original birth certificate required for reenter to their birth country, where must verify by immigration agency before for obtain “resident identification card.”
c. Once person or family permanent move out of World Capitol City, State land, they must notify the City, and their residence permit automatic terminated. They must obtain new resident identification card from the new city or state within less than thirty days from the day their previous residence termination. If they did not comply within time limit, the fine for delay must apply, and the late fee is various, depend on the city.
d. Resident’s identification card number good for one hundred fifty years from the date of issued, or thirty years after individual received died. They contain as many numbers as need for population growing. They must specify country, state, county, city, and villages. Country, state, county, city and village can specify with certain abbreviation. All of resident’s identification cards’ information must storage in State data base for certain government agencies, where authorizers to have twenty-four hours access for homeland security purposes.
e. A separate set resident’s identification card numbers contain special coding for World Royal First family, her relatives, and God’s servants who reside in the Divine Queen World Capitol City. This set of resident’s identification card begin with “WCS-KH” (abbreviation for World City State – Kingdom of Heaven), then county, city, village.
f. If person reapply for World Capitol City, State residence permit, he must provide his previous resident identification card number, if the number have not issue to anyone else, he needed to file claim for it, and it must approve by authority.
g. All people from the age of eighteen and older must be appeared at the census registration offices photos taking and finger print. Each person required two 2 inches by 2 inches photos, one for file and another for resident identification card. Two form of identifications require for show residence address, current such as driver license, DMV identification, mortgage payment, utility or phone bills, rental agreement, or automobile registration car. Two pieces of documents must bear same name of one person, wife or husband, husband and wife must provide marriage certificate. If one piece has wife name, another has husband name will be invalid. All documents must show same address, and that is the address you register as your residence.
h. The entirely family must come at one time for verification of documents present to census workers. All documents provided to the Census Offices must cover everyone in your family. After a family registration for certain address, no other can register under the address already recorded with Census Office! It meant the system rejected if duplicate address entered. If more than one family reside in same exactly address, all of them must register as the same location and as the same time. There must be spot for number of family register from same exactly address.
i. New tenant or new property owner of the property register after first registration period must provide rental or Deed of Trust documents, and these document must confirmed before added to that address, and deleted from the previous address. k. Biological parent(s) with children under age of eighteen must bring their children birth certificates for register their children. Birth certificates and their marriage certificates information must match to qualify for register their children. Adopted parent(s) must bring their child or children legal document, and these documents must confirmed by issuers and information must match before the registration effect. Children under eighteen years old do not need presently at the census register offices, because they will not receive resident identification card. They must appearance.
SECTION XXII.06: Mandatory registration for everyone residents who reside in the World Capitol State during this census period!
a. The resident under eighteen years old must be issued as Certificate with resident number along with parent photo identification cards. Certificate must be exchange for resident photo identification card when child reach the age of eighteen.
b. Requirement for exchanged the Certificate for Identification is with thirty (30) after reached the ages of eighteen, unless major circumstances for delay, otherwise heavy penalty will be find upon the parent and the child.
c. Parents must provide to the census official of their photo identification card that issued by the Census office previously. Census official must verify parent(s)’ identification and it must match with database before approve for the applicant’s identification card. All new born babies register through services provide by hospitals and authorized healthcare providers.
d. Before World Capital State resident move out the City, family member representative must report to World Capitol State census offices. For former World Capitol State resident, before their move back from other states/nations they must apply for resident identification card, and the application must be approved before they move in the City. Within 14 days after they move back to World Capitol State, they must appear at local World Capitol State census office, register and obtain World Capitol State resident identification cards.
e. For first time move to World Capitol State, they must apply for resident. The application must approve before they move in. Within 14 days after they moved in they must appear at World Capitol State census office for their resident identification cards and certificate for children.
f. Within 30 days after a person died, family members, hospitals, doctors or any agencies provide burial must report to World Capitol State census office.
SECTION XXII.07: World Capitol State must contained no illegal immigrant before begin of census registration. During the time World Capitol State census registration prohibit all legal and illegal enter through the State’s boarder. SECTION XXII.12: The World Capitol State resident Identification cards must be honor by all countries governments and businesses as legal and one of the top al countries identification cards.
SECTION XXII.13: Global countries immigration employees must learn how to exam the “real” World Capitol State resident identification card, and quickly identify them. e. World Capitol State residents’ immediate family sponsorship requirements: Biological parents, legal spouse, and un-marriage biological and adopted children under age of twenty-five without prior criminal record. (1) Sponsor must fully provide support to their future child, children or fiancé, under condition of parents and spouse must complete financial support until be on their own. (2) Legal documents: birth certificate for all individual, marriages certificate for guest worker and spouse. Parents names must appeared on guest worker’s birth certificate, or court order for adoption. World Capitol State resident must sign sworn oath of penalty of perjury under God’s Laws. g. The Guest worker issuing permit office must monitor guest workers and update information daily for law enforcement officials to have access of current information. Guest worker employers required to file new hiring and termination of guest worker with 3 workings after hiring or termination. If there any crime committed that employer aware of, employers must immediately report to local law enforcement agency. Employers have duties for make sure guest employees free of crime during reside and work in World Capitol State. If any of the above sections being violated, charges must be charge against employers’ officers and guest workers.
h. Guest student VISA issue to students attend college or university or higher. (1) Applicant for guest student VISA must provide clearance certificate from local law enforcement agency of their countries. (2) Every time guest student move, he within 7 days, he must file change address with World Capitol State’s office of issue Guest student VISA. The Guest student issuing permit office must monitor guest students and update information daily for law enforcement officials to have access of current information. Each semester, college and university required to notify the guest student issuing office, for each and all guest students attend their university. School official duty to notify government each time guest students change their residence addresses. If any of the above sections being violated, financial find citation issue to school, and guest student VISA terminated.

SECTION XXII.19: World Capitol State residents over twenty-one years old and guest workers permits must file income taxes each and every year, weather have income or without income.
